The idea is that a foreign enemy detonates a nuclear bomb at high altitude to generate a strong electromagnetic pulse (EMP) across a nation. This pulse would have no effect on humans, but could strongly affect both the power grid and individual electronic devices. If the national power grid goes down (due to massive damage throughout the system caused by the pulse) and the nation takes a long time to recover, the results could be catastrophic.
